Do i have to be lucky to get Combat Engineer as my mos in the army?

i'm going to talk to a recruiter next week and i've been reading alot online and i read somewhere that theirs usually a shortage of 21B Combat Engineer openings. do i have to be lucky, or can i just tell them i want that mos?
