Which areas in the world do people suffer from water shortage?

In arid environments, where there is drought, downstream of places where rivers are diverted (i.e. because of dams or upstream use), where populations or water usage exceeds natural water supplies, and where the infrastructure cannot provide clean water (and oceans).
