Why is gasoline so expensive in Pittsburgh June 2011? Gasbuddy says its $3.20 in Cleveland. Its $3.69 here.?

Apparently all gasoline goes to Neville Island from Cinci, or Cleveland OH via pipeline. In March, 2 ATV riders spotted a fuel geyser coming from the pipeline less than a mile from Beaver Valley Nuclear Power Plant. It was Diesel fuel but the pipeline also transports gasoline. In May, I read an article that said they were still having problems with this and Pittsburgh may face a gasoline shortage as a result. I'm speculating but is that the reason they are high? People are nervous? Buckeye Partners owns the pipeline.
