Is Quorra an ISO when she comes back to earth?

In the movie Tron (Legacy), at the very end of the movie, Quorra comes back to earth with Sam Flynn. Does she continue to be an ISO after coming back to earth, or is she in human form? She was a program on the other side. Can programs cross over to earth in human form?
